It is the first step in the review of the functioning of the scheme which started in January this year.
The final review may lead to a revision of the ETS, including an extension of the system to new sectors and gases.
About 500 stakeholders – including companies in trading sectors and their associations, NGOs and Member States – will be contacted directly and invited to participate in the survey. Other stakeholders will be provided access if they express an interest to participate.
The survey covers such things as the functioning of the allowances market, harmonisation of allocation methods, the treatment of new entrants and closures, the feasibility of including other sectors and gases, as well as accounting, taxation and competitiveness issues.
Results from the survey will form part of the report that the Commission will submit to the European Parliament and the Council in 2006 and inform the elaboration of allocation plans for the second trading period of 2008-2012.
The survey will be open until August 16th 2005 through the EU Website
