Shanks was originally involved in the bids but had to withdraw due to other commercial commitments.
Planning permission has already been granted for the new operations, which will be built on council-owned sites in the Fengate area of Peterborough.
The proposed facilities are part of the council's plans for an integrated waste management system and to divert waste from landfill by recycling and composting over 65% of household and garden waste.
Separately, the city council has invited Amey, Enterprise, HW Martin and Veolia to submit detailed proposals to become its key partner on waste and recycling collections, street cleaning, grounds maintenance and other services. A decision is expected to be made by the end of the year, with the partnership starting in early 2011.
