Patrick Berridge has applied to Wexford County Council for planning permission to build the anaerobic digestion site.
According to the New Ross Standard, the facility will include an office, canteen, changing room and toilet as well as the waste-management equipment.
A waste reception pit, pasteurizer, two buffer tanks and an anaerobic digester will also be added to the site and a covered woodchip odour biofilter will help reduce any unsavoury smells.
The newspaper recently quoted figures from the Environmental Protection Agency (EPA) which show that residents had achieved a 6.8% year-on-year cut in waste between 2006 and 2007.
With environmental concerns a growing issue, the council admitted at the time that it would be seeking out some form of green waste facility, suggesting that planning permission for the new site may be easier to come by than anticipated.
