$51 billion in government cuts urged

Special interest groups have released a report urging Congress to cut $51 billion in government spending that harms the environment. In its fifth year, the sponsors of Green Scissors '99 say it has helped eliminate more than $24 billion in wasteful and environmentally harmful spending programs.
