Melville Haggard has joined Defra’s Waste Implementation Programme (WIP) on a one-year secondment.

Mr Haggard is a senior director in the corporate finance division of Impax, a financial services house specialising in the environmental sector.,

He has a wealth of experience in international commerce and investment banking and will be expected to use his knowledge of the sector to convince those in finance houses that where there’s muck there’s brass.

WIP is hoping his appointment will be another step down the path towards creating a more attractive climate for those prepared to invest in the infrastructure needed to divert waste from landfill.

He will focus on raising the profile of waste management and disposal projects within the banking and investment sector and on developing PFI and other funding structures to meet the needs of the market.

Melville Haggard said: “This is a tremendous opportunity to contribute to the needs of this growth sector.

“The challenge is to help the construction, equipment supply and waste management practitioners, supported by a variety of financing routes, to configure products that enable Local Authorities to implement their waste strategies in a timely and cost effective manner.”
