Recent changes to legislation which will impact on the environmental sector in the UK, Europe and internationally come under the spotlight in this Semple Fraser and Edie News monthly round-up of new law and policy. This month regulations allow for stamp duty relief for carbon neutral homes and the publication of waste and pollution regulations due to come into force in the spring.


UK

Climate Change

The Stamp Duty Land Tax (Zero-Carbon Homes Relief) Regulations 2007, S.I. No. 3437, came into force on 7th December 2007.

These Regulations provide relief from stamp duty land tax on the first acquisition of a dwelling which is a zero-carbon home in accordance with sections 58B and 58C of Finance Act 2003

ENGLAND & WALES

Waste

The Environmental Permitting (England and Wales) Regulations 2007, No. 3538, have been published and come into force on 6 April 2008. These Regulations replace the system of waste management licensing in Part II of the Environmental Protection Act 1990 and the Waste Management Licensing Regulations 1994, and the system of permitting in the Pollution Prevention and Control (England and Wales) Regulations 2000, with a new system of environmental permitting in England and Wales.
