Agreement for partial US funding of the Kiev regional environmental centre was formalised at a meeting between US Vice President Al Gore and Ukrainian President Leonid Kuchma. Plans for a further four centres in the former USSR – Moldova, the Caucasus, Russia and Central Asia – also exist.

Efforts to establish Regional Environmental Centres in the former Soviet Union is being supported financially by the EU, the US and, to a lesser extent, Norway.

Regional Environmental Centres are designed to be independent, non-governmental and non-profit.
