New litter laws in the city mean that people who run takeaways and pubs will have to check the outside of their doors for rubbish during opening hours.
Owners will have to check once at opening time and once at the end of the day, as well as once or twice hourly.
Three streets in Dublin are also set to ban the distribution of advertisements by businesses in Grafton Street, Henry Street and O’Connell Street.
Anyone found breaking the new advertising ban will be subject to a fixed penalty of Euro 75.
Councillor Tom Stafford said: “It’ll be enforced with the biggest stick that anyone will ever get.”
He added that Dublin City Council deserved “great kudos” for its move to stop the litter problem in the city.
According to Irish Business Against Litter, Tallaght is the dirtiest town in Ireland and has been branded as a littering blackspot.
