Earlier this year the authorities added a clause to the plan allowing them to exclude private companies or force them to bid to run the service (see related story).
Both Panda and rival waste company Greenstar have taken to the courts in an attempt to stop this change taking effect, though they are making their cases separately.
Panda succeeded in getting leave for a judicial review of the change to the waste management plan in April, claiming that the added clause would remove competition.
In Dun Laoghaire-Rathdown, the county council has decided to discontinue its own waste collection system following the private operator’s entry into the area.
Panda quickly secured more than half of the 66,000 homes in the area as customers.
