The Commission for Architecture and the Built Environment’s (CABE) design review panel looked at plans for 190 The Strand in the centre of the capital.
Its panel expressed ‘reservations’ about the detailed design of the roof and the ‘long-term sustainability’ of the scheme.
CABE’s design reviews, which are published on its website and dated when the review took place, and not when it was published.
The reviews can have a heavy influence on local planning authorities, by either backing or attacking schemes.
A spokeswoman for CABE said: “The approach to sustainable design and energy efficiency currently seems to be a weaker aspect of this scheme.
“We do not think that for a development of this scale and significance it is sufficient to aspire to Level 3 of the Code for Sustainable Homes, which will be the mandatory minimum for all new housing from 2010.
“We think it should be a selling point for the scheme to achieve high standards of sustainability.
“We would also encourage Westminster City Council to ensure that more ambitious targets are set through the planning process.”
