The Assembly’s collaborative change programme will offer Welsh councils the chance to benefit from specialist technical advice and support to help them demonstrate how they will meet targets set out under the country’s zero waste plan for the next 15 years.

Wales is the only country in the UK to introduce statutory targets for municipal recycling. The first target is 52% in 2012-13, increasing to 58% by 2015-16, 64% by 2019-20 and 70% by 2019-20.

Commenting on the initiative, Welsh Environment Minister John Griffiths said: “This programme will give participating councils access to the highest standard of advice and support, which will give them the best possible chance of reaching their targets.”

The programme’s support package will be delivered by WRAP Cymru with additional support from the Welsh Local Government Association (WLGA).

WLGA environment spokesperson, Councillor Dyfed Edwards, said: “The programme will provide a range of practical support tailored to the specific needs of an authority, helping to overcome barriers they face to achieving higher rates of recycling.

“An important element of the programme is that we will be encouraging peer support whereby authorities that have successfully overcome particular issues help others to improve.”
