If you have corporate energy targets to meet, escalating energy consumption or have an annual energy bill in excess of £1m, you need to employ an Energy Manager. Or do you?
Many organisations are very focussed on maintaining and reducing overheads, so even if a suitable candidate could be found, recruiting may not be an option particularly as the total employed cost is likely to be in the region of £100k per annum.

You could of course continue to make the HSE or Environment Manager responsible for energy or spread the responsibility across several roles making busy people even busier and ensuring energy is not given the focus it needs.
