Lord Stern, author of the Stern Review on the Economic of Climate Change in 2006, also said a Chinese offer to further lower their emissions targets was ignored during the talks in the Danish capital Copenhagen.
He was speaking earlier this week at a talk called ‘Beyond Copenhagen’ at the London School of Economics and Political Science.
Lord Stern likened the atmosphere in the negotiations to student politics of the 1960s saying if anyone gave anything to the university then they had to go back and put it to a vote amongst the students.

He said: “It was pretty chaotic, it was pretty disappointing, a few of you here will remember student politics in the 1960s.
“The chaos of the discussion reminded me very much of the points of order being made at students union meetings and the instance on total unanimity.
“And, the union had no margin for negotiation what-so-ever, he gave an inch to the university authorities, they would have to come back to the student union meeting and renegotiate the deal.”
