RUSSIAN FEDERATION MAY SPEND MORE ECO-RUBLES

Russia's lower house of parliament, the Duma, has recommended more spending on the environment next year. At this week's Ecological Safety and Budget '99 hearing witnesses said the government's long-standing practice of cutting environmental spending should be reversed.
