A range of important new European Union (EU) regulatory and standardisation activities are reaching fruition: their impact on organisations needs to be understood say the promoters of the conference.
A number of EU Directives have recently been published, including Waste Incineration (WI), Large Combustion Plant (LCP) and Integrated Pollution Prevention Control (IPPC) Directives. EU Directives are incorporated into UK legislation with associated documents produced by EU and CEN defining their implementation. These Directives therefore have a widespread impact on the requirements of the monitoring of industrial emissions. The LCP and WI Directives require continuous measurements using Automated Measuring Systems (AMSs), which must have specified measurement uncertainties. These have resulted in the preparation of a number of EU (CEN) standards and related documents which when published should become mandatory for the UK to adopt and implement. These EN documents will cover the requirements for:
- Quality Assurance of Automated Measuring Systems
- New standard reference methods to be used for important air pollutants
- Requirements to ensure the quality of monitoring carried out by test laboratories
- European Scheme for the approval of automated monitoring systems
- Meeting the Challenge of EU Directive Requirements
- Requirements of EU legislation and the standards and measurement techniques to meet them.

The conference will present the rationale and scope of these CEN documents and identify their key features that will be essential for organisations to take account of.
In addition, the EU IPPC Directive will be translated into the UK Pollution Prevention and Control Regulations, and the European IPPC Bureau and the EU Network of Regulators (IMPEL) are also producing guidance on compliance monitoring to support this.
Advice will be provided on the implications of these. The conference will also provide information on the current status of EU emission inventories and their implications on national and international emissions trading. In addition, advanced, automated, multi-species air pollution and process monitoring techniques are increasingly utilised by industry. Some of the technical advantages, current limitations and cost benefits will of these be presented.
