Specifically, the paper envisions a tenfold increase in disposal charges for computers and other electrical and electronic equipment, with the extra revenue going toward recycling schemes and other appropriate waste management operations. Companies would be hit particularly hard by the proposed increase.
Disposal charges for end-of-life cars would roughly double. The additional cost would be distributed equitably by means of a surcharge on mandatory annual insurance premiums.
The strategy calls for PVC and treated wood to be collected separately and diverted from incineration. As far as possible, they are to be recycled; where no recycling options exist, they are to go to landfill. Separate collection of household organic waste and of waste paper from households and small businesses is to be expanded.
For various waste streams, the strategy sets specific target rates, to be achieved over the 1998-2004 period.
