In addition to setting a preliminary budget, the EC environment directorate has created a legal framework for the financial support is offers to sustainability projects at a local authority level. The EC has funded such work since 1994 and its Community Framework for Co-operation is aimed at ensuring such funding has a secure legal base.
Environment Commissioner Margot Wallström will formally present the draft legal instrument along with a set of common local sustainability indicators at the Pan-European Conference of Sustainable Cities to be held in Hanover, Germany in February 2000.
